Safeguarding fundamental rights in migrant communities is one of the main challenges facing the current regulatory system. This article aims to analyse protocols for the prevention of gender-based harassment and violence, adapt them to the specific needs of people on the move, and implement awareness-raising programmes for the community and local authorities on the situation of migrants and the importance of preventing gender-based violence. Using a qualitative research approach, a legal-documentary methodology was applied to examine both national and international regulatory mechanisms in the context of Riobamba. Consequently, the analysis shows that, despite the existence of a legal framework comprising the Ecuadorian Constitution (2008) and the Organic Law on Human Mobility (2017), there remains a considerable gap between legal provisions and their practical implementation.
